A baseline survey on Female Genital Mutilation (FGM) was conducted by CCM-Italy in Moyale district in July of 2004, in conjunction with a community based NGO based in Moyale called Self Action For Improvement (S.A.F.I).

A Project Cooperation Agreement (PCA) was signed to this effect on 19th July 2004. CCM-Italy then submitted a proposal and budget to UNICEF KCO (Kenya Country Office) on 25th May 2005. UNICEF KCO then asked CCM to revise the budget since they deemed it too high compared to the funds available.

After alterations by CCM-Italy, UNICEF KCO then approved the budget early July 2005. However, the budget that was approved was much lower than what had initially been submitted by CCM-Italy. Lengthy discussions were then held between UNICEF KCO representatives and the Regional Representative (RR) of CCM-Italy to discuss its amendment in August 2005.

UNICEF KCO representatives then presented the budget to the Contract Review Committee as new changes had been introduced in the initial one.

They also communicated to CCM-Italy that the starting date of the project would be on October 2005. The budget was then approved on 9th September 2005. It was also agreed upon that the funds will be disbursed to CCM-Italy in three tranches.

This news was communicated back to CCM-Italy who suggested that the starting date of the project be moved to 1st December 2005. The RR of CCM-Italy also sought clarification on the ownership of the project personnel. A UNICEF-KCO representative clarified in September 2005 that they would participate in the selection of the staff member but the performance of the staff member would be the sole responsibility of CCM-Italy. The UNICEF KCO representative also stated that their office will present a formal confirmatory letter that will be drafted by their Human Resources (HR) department to state the same. The budget was then approved on 9th September 2005. It was also agreed that the funds will be disbursed to CCM-Italy in three tranches. Since 11th September 2005, CCM-Italy has been waiting for the confirmatory letter that was to be drafted by UNICEF-KCO.
In November 2005, CCM-Italy drafted the Terms of Reference (TORs) for the Field Coordinator. CCM-Italy then sought clarification from UNICEF-KCO.of the wording in the PCA replacing Project Manager with Field Coordinator.

The Project Manager will be based in Nairobi whilst the Field Coordinator will be field based with occasional M&E missions to Nairobi to report on the progress of the project. CCM-Italy also stated that the vacancy was ready to be advertised. The starting date of the same has not yet been communicated to CCM as yet.
Numerous communications and correspondence to UNICEF-KCO throughout the whole of November and December 2005.have not yielded any response and CCM-Italy still awaits feedback on the same.

Selection of the partners has not been finalized although there are two strong candidates that have expressed interest in partnering with us. Each could be responsible for different elements in the project. They are namely Global Child Hope (GCH) and S.A.F.I. GCH could be responsible for Information Education and Communications element and S.A.F.I for advocacy and community awareness since they have a strong presence in the area.
